Who we are

East Hertfordshire, Epping Forest and Harlow District Councils are working together with Hertfordshire and Essex County Councils to ensure plans for the Garden Town provide a fantastic quality of life for existing and future residents.

In total, 16,000 new homes will be delivered by 2033, with a further 7,000 planned for the Gilston area to be built from 2033 onwards.

Harlow District Council is one of the three Local Planning Authorities responsible for the Garden Town project, with support from Essex County Council and Hertfordshire County Council. The Garden Town covers the entirety of Harlow District and extends beyond the boundaries into Epping Forest District and East Herts District.

A large number of the new homes that will be built as part of the Garden Town project will be delivered on the strategic sites which largely lie outside of Harlow’s District boundary.

However, the East Harlow strategic site does fall within Harlow’s District boundary – 2,600 of the homes on this site will be delivered on the land that lies within Harlow District (the site will provide 3,350 new homes in total – the remaining 750 will be delivered on land within Epping Forest District).

In addition, approximately 6,000 new homes will be built on smaller sites elsewhere within Harlow between 2020 and 2033.

In total, approximately 6,750 new homes will be built in Harlow District as part of the Garden Town project between 2020 and 2033.

Epping Forest District Council is one of the three Local Planning Authorities responsible for the Garden Town project, with support from Essex County Council and Hertfordshire County Council. The Garden Town covers the entirety of Harlow District and extends to the east south and south-west into Epping Forest District. It also extends to the north into to East Herts District.

A large number of the new homes built as part of the Garden Town will be delivered on the strategic sites to the north, east south and south-west of Harlow.

The following numbers of new homes will be delivered in Epping Forest District:

  • 2,100 – Water Lane area (to the south west of Harlow)
  • 1,050 – Latton Priory (to the south of Harlow)
  • 750 – East Harlow (the site will provide 3,350 new homes in total – the remaining 2,600 will be delivered on land within Harlow District)


In total, around 3,900 new homes will be built in Epping Forest District as part of the Garden Town project between 2020 and 2033.

The Garden Town covers the entirety of Harlow District and extends to the north into East Herts District. It also extends to the north, east, south and south-west into Epping Forest District.

A large number of the new homes built as part of the Garden Town will be delivered on the strategic sites to the north, east, south and south-west of Harlow.

In East Herts, seven new villages will be developed as part of the Garden Town.

In the period 2020-2033, 3,600 new homes will be delivered in East Herts District as part of the Garden Town.

In total, 10,000 new homes will be built in East Herts District as part of the Garden Town project. It will take many years to build this number of homes – likely to be taking place through to 2050 and beyond.
