Town Centre

Harlow Council’s regeneration of the Town Centre is already underway thanks to £23.7m funding from Government.

It will encompass:

Arts & Cultural Quarter

New Transport Hub and Interchange replacing the bus station

Redeveloped Broad Walk

Transformation of Market Square

A key principle of the Garden Town Vision is to create a vibrant and resilient Town Centre for Harlow.

Harlow Town Centre still enjoys a relatively strong footfall and low unit vacancy rate compared with similar towns.

Playhouse Square and College Square will be transformed into an Arts and Cultural Quarter with the iconic buildings – the Playhouse Theatre and St Paul’s Church – at the heart of the new development.

The entire redevelopment of the bus station and Terminus Street has begun and will bring forward a new Transport Hub and Interchange for the Town Centre, connecting to the Garden Town’s Sustainable Transport Corridor network in the future.

Plans include a new single-storey transport hub to the north of the site, with green space and a canopy covered waiting area.

A comprehensive repaving of Broad Walk, East Walk and Harvey Centre Approach was completed in 2025 and included green landscaping, sustainable drainage and new street furniture.

Harlow Council’s Town Centre Masterplan identifies Market Square as a new hub for leisure and hospitality with a vision of new bars, restaurants and nightlife.
